Kjo nd\u00ebrhyrje n\u00eb pun\u00ebn e institucioneve, t\u00eb cilat sipas modelit t\u00eb tyre duhet t\u00eb jen\u00eb t\u00eb pavarura nga pushteti qendror, p\u00ebrb\u00ebn nj\u00eb precedent t\u00eb rreziksh\u00ebm dhe \u00e7on drejt partizimit plot\u00ebsues t\u00eb institucioneve.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, n\u00eb ndryshimet e propozuara n\u00eb Ligjin p\u00ebr prokurime publike, propozohet q\u00eb, p\u00ebrve\u00e7 Kryetarit edhe t\u00eb gjith\u00eb an\u00ebtar\u00ebt e Komisionit, t\u00eb ken\u00eb arsim t\u00eb lart\u00eb n\u00eb fush\u00ebn e s\u00eb drejt\u00ebs dhe provim t\u00eb kaluar t\u00eb jurisprudenc\u00ebs, q\u00eb si rrjedhoj\u00eb, duke pasur parasysh gam\u00ebn e gjer\u00eb t\u00eb fushave q\u00eb mbulojn\u00eb prokurimet publike, paraqet nj\u00eb kriter kufizues q\u00eb \u00ebsht\u00eb p\u00ebrcaktuar pa asnj\u00eb argument t\u00eb vlefsh\u00ebm. Rrjedhimisht, k\u00ebrkesa q\u00eb t\u00eb gjith\u00eb an\u00ebtar\u00ebt e KSHAPP-s\u00eb t\u00eb jen\u00eb n\u00eb fush\u00ebn e s\u00eb drejt\u00ebs me provim t\u00eb jurisprudenc\u00ebs, \u00ebsht\u00eb p\u00ebrcaktuar n\u00eb baz\u00eb t\u00eb q\u00ebndrimit subjektiv t\u00eb propozuesve, i cili nuk bazohet n\u00eb udh\u00ebzimet e p\u00ebrfshira n\u00eb direktivat p\u00ebr prokurime publike t\u00eb Bashkimit Evropian, as n\u00eb p\u00ebrvoj\u00ebn e vendeve t\u00eb tjera evropiane.
